A Study on the Differences in Grassroots Attention to Yunnan Tea Industry Regions

Abstract: Generally, there are differences between the attention paid by senior government officials to industries and the specific
actions taken at the grassroots level in industries. However, there is relatively little research on this difference. The development of the
tea industry has played a positive role in promoting Yunnan's agricultural economy and rural revitalization. By collecting information
on tea or the tea industry mentioned by 537 township governments in Yunnan Province through government portal websites, this study
examines the degree of attention given by grassroots governments in different regions to the tea industry, evaluates the effectiveness of
policy implementation by grassroots governments, and analyzes whether there are deviations in implementing provincial government
policies. The research finds that the overall attention of 537 townships in Yunnan Province to the tea industry is 23.28%. The grassroots
attention levels in the five major tea regions of western Yunnan, southern Yunnan, central Yunnan, northwestern Yunnan, and
northeastern Yunnan are 46.53%, 38.10%, 7.50%, 4.41%, and 2.50% respectively. There are significant regional differences in
grassroots attention levels. In areas with prominent tea industry development, rural grassroots attention is relatively high, while in areas
with a small share of the tea industry, grassroots attention is relatively low.
